LIHEAP | CHAMPAIGN COUNTY REGIONAL PLANNING COMMISSION
Provides energy assistance for eligible low income families in which a benefit is paid directly to the utility companies on behalf of eligible households, or directly to renters if the utility costs are included in their rent.
Some applicants may qualify for the Percentage of Income Payment Plan (PIPP), where an eligible client pays a percentage of their income, receives a monthly benefit towards their utility bill, and receives a reduction in overdue payments for every on-time payment they make by the bill due date. If the homeowner's furnace is not working or is dangerous or emitting carbon monoxide into the household, LIHEAP may be able to provide a furnace repair or replacement. Contact for more information.

Application process
-- Households eligible in October can begin scheduling appointments by phone or visiting office beginning in September (date for 2025 to be determined) -- Households eligible in November can begin scheduling appointments by phone, visiting office, or visiting website beginning in November (date for 2025 to be determined); -- Last day to apply online with the Request for Services form is April 15, 2025; After this date applications can still be submitted through a local administering agency through August 15, 2025, or until funding is exhausted; -- Applicants will receive a 7-digit "Application ID" (ID begins with a 7), that can be used to obtain the state of their application; After application has been submitted, wait for an email or phone call from the local administering agency to review and confirm eligibility and determine the enough of LIHEAP benefit available; -- If the county agency has not reached out after 3 weeks, applicant should make direct contact with them

-- Proof of income for the last 30 days (paystub, check showing a fixed income amount, e.g. SSA, VA, DHS benefits, or other proof of documentation for any income source); -- Copy of most recent bill for heating and/or electric bill issued within the last 30 days (if energy is directly paid for); -- Social Security card or ITIN; -- Residents without an ITIN or SSN can still apply and their local administering agency will advise accordingly; -- Copy of rental agreement (if renting) showing that heating utilities are included, the monthly rental amount, and landlord contact information; -- Proof the household received TANF or other benefits, such as Medical Eligibility or SNAP, if receiving assistance from the Illinois DHS
