Develops and maintains the city-county warning systems.

Trains severe storm spotters and coordinates storm watch operations.

Coordinates four-wheel-drive medical personnel transport blizzard operations.

Plans and conducts various types of training exercises.

Instructs and assists the general public in disaster procedure.

Administers the federal Population Protection Program.

Assists schools, hospitals, nursing homes, business and industry in developing and implementing disaster plans.

Manages and directs Homeland Security funds.
