LOW INCOME HOME ENERGY ASSISTANCE PROGRAM (LIHEAP) | WESTERN EGYPTIAN ECONOMIC OPPORTUNITY COUNCIL

LIHEAP (low income home energy assistance program) provides assistance with a utility bill. Applications are accepted November 1 - August 15; for elderly or disabled individuals applications are accepted starting October 1. Income must fall within 200% of poverty guideline. Call for an appointment. A letter has been sent to those who may be eligible for early application in August or September.

Some applicants may qualify for the Percentage of Income Payment Plan (PIPP), where an eligible client pays a percentage of their income, receives a monthly benefit towards their utility bill, and receives a reduction in overdue payments for every on-time payment they make by the bill due date. If the homeowner's furnace is not working or is dangerous or emitting carbon monoxide into the household, LIHEAP may be able to provide a furnace repair or replacement. Contact for more information.

**This program is not designed to pay a household's total energy costs. The program will provide supplemental assistance based on several factors. This is a one-time payment to your energy provider.

Required documents

Proof of income for the last 30 days (paystub, check showing a fixed income amount (e.g. SSA, VA, DHS benefits) or other proof of documentation for any income source), copy of most recent bill for heating and/or electric bill issued within the last 30 days (if energy is directly paid for), Social Security card or ITIN, residents without an ITIN or SSN can still apply and their local administering agency will advise accordingly, copy of rental agreement (if renting) showing that heating utility(ies) is/are included, the monthly rental amount, and landlord contact information, proof of home ownership and insurance, proof the household received TANF or other benefits, such as Medical Eligibility or SNAP, if receiving assistance from the Illinois DHS

Eligibility

Open to older adults, age 60 and older, individuals with a disability, or families with children ages 5 and younger, households that are disconnected from their utilities/energy vendors, have a disconnect date within 7 days, or have less that 25% in their propane tank can begin to apply, any person who participates or has family members who participate in certain other benefit programs, such as SNAP, SSI, TANF, automatically meets the eligibility requirement
