It is rooted in a case management approach, focusing on client needs. The Salvation Army utilizes internal resources and community collaboration to align to the goals of each client served.

The Supportive Housing Program assists with helping those find housing (does not house) who are experiencing displacement or homelessness. Case management services are available to help specifically to get them housed."

DAY HABILITATION PROGRAM | CAPSTONE BEHAVIORAL HEALTH CARE

Offers a day program where people battling different mental illnesses can socialize and gather in a safe environment.

Members make their own event and lunch calendars each month, cook lunches on a daily basis and help keep the clubhouse clean by signing up for tasks. There are weekly groups and daily activities, monthly out of town or in town outings that may include going out to eat, to a movie, seeing a sporting event or whatever else members decide to do that month.

The program provides access to two in-house support staff and a peer support specialist who offer assistance with finding housing, obtaining medical benefits, and connecting clients to additional services or resources. Support also includes help with obtaining, completing, and filing official forms, certificates, and documents required to apply for benefits or services, as well as guidance in acquiring copies of official documents or understanding legal documentation.

SECTION 8 HOUSING CHOICE VOUCHER PROGRAM | MENARD COUNTY HOUSING AUTHORITY

Provides and administers the Section 8 Housing Assistance Payments Program for existing housing. This program subsidizes the rent of eligible participants who live in approved, privately owned housing. This program requires application.

Offers the Family Self-Sufficiency (FSS) program which is a voluntary program designed to teach families how to utilize community resources in order to achieve independence and self-sufficiency through education and job training. All Housing Choice Voucher recipients are eligible to participate in the FSS program.

Offers Housing Counseling, Menard County Housing Authority serves as a HUD Approved Housing Counseling Agency. Offers pre- and post-purchase counseling, credit and budget assistance, credit reports, mortgage delinquency, renter's assistance, fair housing assistance, loss mitigation, and relocation assistance.

LANDLORD LIAISON PROJECT | MATT TALBOT KITCHEN AND OUTREACH

Addresses the critical need of finding affordable housing for clients of Matt Talbot who are given a high priority on the city-wide housing list.

Cannot take calls from the public to assist in finding housing; MTKO uses the coordinated entry system to determine who the housing clients will be and only take on new clients if there are openings.

Through this project, staff builds constructive relationships with landlords to facilitate rapidly locating stable and safe permanent housing for individuals and families experiencing homelessness.

HOUSING SERVICES | DES MOINES CITY OFFICES

Provides rental assistance to qualified low-income and moderate-income individuals and families with funding provided by HUD. The three assistance programs, created by HUD, are:

SECTION 8 HOUSING VOUCHER PROGRAM is a program which provides rental assistance for participants who want to rent from a private landlord. Eligibility for the programs is determined by family composition, income, arrest history, past participation in Federally subsidized programs and monies owed to the Agency or other Federally subsidized programs. Approximately 3,000 households are served through Section 8 programs The application process can take 6 months to 4 years. Callers are welcome to call monthly to check if the waiting list is open.

PUBLIC HOUSING consists of units located throughout the city of Des Moines that are owned and managed by the Des Moines Municipal Housing agency. Participants in this program are offered a rental unit. Upon acceptance of a unit, a participant enters into a lease agreement with the Des Moines Municipal Housing Agency and pays approximately 30% of their monthly adjusted income for rent. FAMILY SELF-SUFFICIENCY PROGRAM is a voluntary self-sufficiency program that is available only to residents of Public Housing or those receiving the Section & Voucher. The purpose of this program is to coordinate housing assistance with public and private resources to enable families to achieve economic independence. Services include: case management, education through workshops, and linkages to resources in the community.
