Carol's Closet can help veterans, seniors, and persons with disabilities with household items including furniture and bedding, hospital beds, walkers, wheelchairs (including motorized), shower chairs, commodes and adult hygiene items. In addition, Carol's Closet can help families with newborn baby clothes to size 6 children's clothes, diapers, new cribs and car seats, baby essentials, and household items including dishes, furniture and bedding. Carol's Closet also has a handicap accessible van and standing lift for loan with a donation. Carol's Closet accepts donations of good and has opportunities for people to volunteer.

Advocacy and services for persons with all types of disabilities including skills training, peer counseling, information and referral, and technical assistance about the Americans with Disabilities Act.

Blind Services works with individuals one-on-one to instruct persons who have lost (or are losing) their vision, on how to read Braille and organize their household and travel. Produces and replicates Braille materials. Translates materials such as menus and brochures into Braille and produces multiple copies as a service to the community. (There is a normal cost per Braille page produced, plus $25 per hour for formatting.)

Captioning at Real Time (CART) provides the translation of spoken words into text using a stenotype machine operated by a stenographer/reporter. Real-time software is used to display the text onto a computer monitor, and a projector or other device is used to display the text on a television or larger screen. CART is especially valuable in large meetings or in communications with a person who is deaf or has hearing loss. CART can be utilized in following settings: community events and workshops, government, legal, educational, medical, theater and auditorium, and captioning of movies and videos.

Deaf and Hard of Hearing Services provides one-on-one services for independent living skills training, information and referral, advocacy, and peer counseling. Serves as a TTY Distribution site for ITAC (Illinois Telecommunications Access Commission), which provides free TTY devices to Illinois residents. Distributes applications for Iowa TTY distributions for Iowa residents who are qualified (speech impaired or hard of hearing). Distributes amplified phones for residents of Illinois of all ages who have a difficult time hearing on the phone.

Provide information and resources on low-tech independent living devices such as magnifiers, talking watches, etc., when funding is available.

Housing assistance provides information and problem-solving assistance with locating and securing affordable, accessible housing, including research into public and private-sector housing markets.

Information and Referral service provides information through Illinois/Iowa Center for Independent Living's system and library. Requests for information can be made by phone, mail, or in person, and can include loans of library materials.

Outreach services offers presentations, brochures, media releases, public service announcements, media interviews, and video programs to inform the public of programs and services offered.

Volunteers are utilized in programs, services, and office operations; volunteers receive training and supervision appropriate to their duties.

Offers medical equipment sales, rentals and services. To help eliminate confusion in choices and use, credentialed and trained staff work with physicians, therapists, and nurses to get the right equipment to the client. This may include individualized training and education on the equipment being used as well as assistance in transition to home or other facility.

Provides informational and educational programming targeted toward a consumer or a group of consumers with the intent to develop or increase the skills, knowledge and/or abilities required to live, work and play in the community.

Programs offered include self-advocacy and awareness, life skills training, braille training, TTY training, personal assistant information, interpreter referrals and equipment demonstration and loan.

Eye Glass Vouchers are available to enrolled tribal members living in the Tribe's service area. Vouchers are provided once every two years for $300. The Tribe can only provide vouchers for eye doctors who have a current contract with the Tribe.

Provides call captioning solutions for your home phone. After sign up , a complimentary CaptionCall phone is provided as part of the service. It works like a regular phone, but has a large touchscreen that displays scrolling text of your conversation for clear caption phone calls.

Sorenson CaptionCall is a provider of IP CTS which is a federal program supporting the requirement of the American's with Disabilities Act (ADA) to allow individuals with hearing loss to use the phone in a manner that is functionally equivalent to a person without hearing loss. There is no cost for the CaptionCall phone or the captioning service.


Assistive technology services provides alternatives to individuals with physical and/or developmental disabilities, who find independence challenging at work, at home, or in the community.

Provides evaluations and recommendations, assistance in obtaining funding for equipment, training for the individual and their primary caregiver(s), follow-up, and equipment maintenance. Staff will travel to home, facility, etc.
Educational, daily living, assistive, and recreational products for vision impaired persons of all ages.

Accommodates individuals with disabilities. Includes equipment loan for individuals with disabilities who are not residing in a care facility (wheelchairs for adults and children, walkers, shower bench, lift, hospital bed). Small fee applies. Also, provides an assistive technology lending library, exchange program and demonstration center.

Lending Library will be expanding, increasing access to assistive technology devices for individuals over 18 with disabilities, and for individuals over 60 experiencing social isolation. Along with an expansion of lendable devices, Easter Seals will be providing more training and education for individuals with disabilities, and their families, on using the devices. All items will remain the property of Easterseals Iowa. Will assist with training on how to use items correctly.
Prevent Blindness Iowa reaches thousands of Iowans through screening and education programs. Free eye exams and/or glasses for qualified low-income children and adults. Resource referrals for additional needs. Individuals need to call, no walk-ins.

Free white cane available to any blind or low vision individual in the United States, regardless of ability to pay. Individuals may request a cane as often as every six months. The cane is a straight white fiberglass cane.

Provides qualifying area residents with access to eye care and vision correction.


The Adult Vision Clinic is located at MCSA to provide underserved adult Muscatine-area residents with access to eye care and vision correction.


Staffed by local volunteer optometrists and offers routine eye examinations and glasses as necessary.


A $10 co-pay is required from each patient, which covers the examination and glasses as needed. A client may be referred by MCSA, Muscatine County Community Services, the Department of Human Services (DHS), or Community Action when it is determined they are within 100% of poverty guidelines and do not qualify for other medical assistance programs.

Please call for more information. Patients needing further care (for pre-glaucoma, glaucoma, or other more serious conditions) will be referred to the Ophthalmology Department at the University of Iowa, which serves all Iowa residents, regardless of ability to pay.
