Winneshiek County Department of Human Services offers assistance for refugees/aliens. The program is limited to the first eight months the refugee is in the U.S. Assistance include: Refugee Cash Assistance, Refugee Medical Assistance, Foster Care and social services for refugee minors. Refugee Services are funded by the U.S. Department of Health and Human Services, Office of Refugee Resettlement.
General Assistance grants provides once per year financial assistance for eligible people who reside in Plato Township. Assistance eligibility is determined by the Township Supervisor based on program requirements.

Child Care Expense Assistance through the Iowa Department of Human services is available to the children of income-eligible parents who are absent for a portion of the day due to employment or participation in academic or vocational training or PROMISE JOBS activities. Assistance may also be available for a limited period of time to the children of a parent looking for employment.

Unemployment Insurance benefits assist individuals who are unemployed through no fault of their own. Benefits are paid from the Nebraska State Unemployment Insurance Trust Fund. The fund is supported solely by a special tax on employers. Unemployment claims are filed online at NEworks.nebraska.gov.

State Supplement adds to the benefits of the federal Supplemental Security Income (SSI) Program to bring the income of aged and disabled individuals up to the need of standards of Nebraska. Additionally, some persons are not eligible for SSI payments, but qualify for a State Supplement payment because of different standards and regulations.

State Disability provides aid to needy persons who have a disability expected to last for at least six months, but less than the 12 months required to be eligible for the federal Supplemental Security Income Program.

Aid to Dependent Children (ADC) (a.k.a. TANF - Temporary Assistance for Needy Families) provides cash payments to economically vulnerable families with children 18 years or younger. For families with individuals who are employable, the assistance is time limited. For families with individuals who are not employable, there are no time limits.
Case managers assist families and individuals experiencing a personal crisis. Information and referrals provided for a variety of needs. Direct services include budgeting, funeral assistance, elder care services, and application/forms assistance for tribal and government programs.
