Administers the Volunteer Physician Program (VPN) that provides specialty care for Central Iowans who are uninsured, underinsured, or undocumented, whose income level is at or under 200% of the federal poverty guidelines, who are not eligible for any government funded programs. This program may be accessed through over 54 Safety Net and Free Clinics of Iowa, Primary Health Care and Proteus by referral, after a patient is financially vetted to qualify financially for this program and not be eligible for any other program.

Protects consumers by providing assistance and information, by efficiently regulating the insurance industry's market behavior and financial solvency, and by fostering a competitive insurance marketplace. They investigate consumer complaints, provide informational workshops, issue licenses to insurance companies, and issue licenses to individuals who self-insure.

Hotline to report fraud, waste, program abuse, mismanagement, misconduct, conflict of interest and contact/grant fraud by DHHS employees, and beneficiaries.

Most complaints fall in the following categories:

-- Crime, gross misconduct, or conflicts of interest involving HHS employees/contractor

-- Fraud, waste, or abuse relating to HHS Grants/Contracts, including American Recovery and Reinvestment Act (ARRA) grants

-- False/Fraudulent claims submitted to Medicare/Medicaid

-- Kickbacks/inducements for referrals by Medicare/Medicaid providers

-- Medical Identity Theft involving Medicare and/or Medicaid Beneficiaries

-- Failure of a hospital to evaluate and stabilize an emergency patient

-- Abuse/neglect in nursing homes and other long term care facilities

State agency which monitors and enforces standards and regulatory policies for telecommunications, passenger motor transportation, moving companies, manufactured homes, modular homes, recreational vehicles, grain warehouses, and natural gas.

Handles complaints regarding utility service providers.

Conducts peer review, a process by which the dental profession reviews and resolves problems or misunderstandings regarding dental treatment; the appropriate form will be sent to the patient. Once the complaint is received, it will be forwarded to the appropriate district for review. The peer review process handles only member complaints.

Responds to questions, concerns, and complaints related to services, programs, and operations within the Department of Health and Human Services.

Information and referral to appropriate DHHS staff for information and resolution of complaints.
