Serves children charged with delinquent acts and provides in-home, residential, and institutional placements for adjudicated delinquents.

Provides circuit court services to Clark County residents. The Circuit Clerk is part of the administrative arm of the judicial branch of government. Maintains and keeps all records of the court. Also collects and disperses all monies ordered to be paid by the court.

County Clerk of the Court office. Screens all incoming complaints received from law enforcement agencies. Provides probation services to delinquent youth. Prevention services provided to at-risk youth and their families.

Polk County Juvenile Court Services has jurisdiction to inquire into and to make certain statutory dispositions of cases of delinquent children. Serious cases are handled by formal court hearings and orders. Less serious cases are handled by counseling, informal adjustment or diversion to other public or private services. Children held in detention or in shelter care pending hearing and disposition are provided physical examination and professional nursing care, medical care and schooling suited to their ability. Mental examinations are provided when necessary for adequate evaluation of the child and to proper disposition of the case. If a child is adjudicated to be delinquent he/she can be placed on probation at home or in custody of other persons or private or public agency or can be committed to a state institution.

Provides public services related to court proceedings and maintains records of all court records. This office receives, files, and maintains all of the documentation that comprises the official court record for the following case types: felonies, misdemeanors, traffic violations, ordinance violations, civil, family, or paternity court cases, juvenile injunctions, restraining orders, and small claims court cases. The Clerk of Court is responsible for the collection of case related fees, fines and forfeitures, case management and event tracking, budget planning, records management, courtroom operation support, jury management, and facility planning.

This office also issues copies of divorce decrees for divorces granted in the county court and provides assistance and necessary forms needed to file a petition with the court for a legal name change.

Deals with all juveniles who are residents of Dubuque County under the age of 18 that are charged with offense in Dubuque County.
Clerk of the District Court, Mental Health Division assists with process of securing involuntary hospitalization of the mentally ill or those with substance abuse issues. Respondent is given a copy of signed application when they are taken into custody. Persons signing the application must be present to testify. Respondent is represented by a lawyer and the applicant is represented by the county attorney. Hearing determines if the respondent is seriously mentally impaired.
