Traditional Foster Care for children ages 0-18 whose families are unable or unwilling to meet the minimum standards of parents as defined by the Department of Children and Family Services (DCFS).

Specialized Foster Care provides intensive services to behaviorally challenged children ages 3-18. Relative Foster Care allows children who need to be placed out of their home to be placed with relatives.

Aftercare Program is specially designed to assist children and their families upon their return home from living with a foster family.

Other services include foster parent recruitment, adoption conversions.

Provides gifts for those in need with children (newborn through 14 years) through the Toys for Tots program. Registration for Christmas 2025 begins October 27 and ends November 30, 2025. Registration may be completed in-person at the HACAP office or may be completed online. You will need the following information to register: photo ID for head of household (the adult registering the children must also be the adult to pick up toys), proof of Date of Birth for each child (such as birth certificate from any country or child's medical record), and proof of Washington County residency (such as valid address on photo ID, lease, utility bill).
