General Assistance provides temporary assistance for basic or special needs to low income persons who reside in Polk County. RENTAL ASSISTANCE (Potential First Month's Rent Assistance as well) may be available to those in need. For First Month's Rent - Must be able to prove the following - property must have a valid housing certificate, must be able to show that housing is affordable, utilities must be set up in applicants name and if newly employed, must provide 2-3 check stubs. **FOR UTILITY ASSISTANCE: November 1-April 30 anyone seeking help for Electric MUST go through the LIHEAP program first. Those applying for Utility Assistance from G.A. must have an acceptance or denial letter from LIHEAP. Must have a disconnect notice and 12 month billing and payment history from the utility company. For water help - call to check on availability of funds. CREMATION EXPENSE ASSISTANCE may be available to those who meet the income guidelines. MEDICAL EXPENSE ASSISTANCE may be available for medical supplies (no longer helps with prescription costs) and assistance with transportation to out of town appointments. MORTGAGE PAYMENT ASSISTANCE may be available to those needing help with their mortgage payment. PROPERTY TAX PAYMENT ASSISTANCE may be available to assist elderly (aged 65 and older) and disabled homeowners who may qualify for suspension of property taxes. TRAVELER'S ASSISTANCE may provide transient transportation expenses to person stranded in Polk County for 24 hours or less. Applicant may be eligible if they are not a resident of Polk County and is traveling to another destination where he/she has family or other housing available to them.

Helps individuals identify their vocational interests, professional goals and then assists them to build a roadmap to success.  Services include:

-- Resume development -- Preparing for work through job readiness, etc. -- Practicing through mock interviews -- Understanding ADA rights in the interview process -- Discussing disability issues -- Accessing the hidden job market -- Writing follow-up letters -- Job Application skills -- Interviewing skills development -- Use mass transit to get to and from work, including learning bus routes, practice using the bus system with the assistance of a coach, and successfully navigating mass transit system

Provides property assessment, property value information, Homestead, Veteran and Family Farm Credit sign up.

Offers a program for parents and youth individuals ages 10-14 to work together and build relationships. Participants will practice skills, play learning games, and do family projects in highly interactive sessions. Sessions are designed to increase family bonding, build positive communication skills, and solve problems together. 

Advises and aids veterans and their dependents in applying for federal benefits through compensation or pension claims. Emergency financial assistance for basic necessities such as rent, mortgage interests payments, utilities, and burial expense may be available. Can also assists with applications for benefits made available by federal, state or local laws.

Free legal aid for low income veterans, active military, reserve, and National Guard members, and their spouses and dependents who meet income guidelines. Assists with civil legal cases such as family, housing, and consumer law issues as well as military specific issues such as VA benefits appeals and Discharge Upgrades.

Legal issue needs to be resolved in Illinois, but the person can reside or be stationed anywhere. For VA issues, the VA facility that is providing treatment or is part of the dispute should be in Illinois or the client should reside in Illinois.

The Illinois Armed Forces Legal Aid Network (IL-AFLAN) is a statewide hotline and network of legal support services for current and former military members and their families with low to moderate incomes. Helps with discharge upgrades, VA benefits appeals, and civil legal problems like family, housing, and consumer issues.

Provides outpatient mental health counseling for children and adults, marital, family and group counseling.

Provides immunizations including Tdap boosters, measles/mumps/rubella (MMR) vaccinations, Hepatitis B vaccine series, and annual vaccines. 

Provides a summer camp June – August, Mon-Fri 7:30 am-6 pm. Elementary and Middle School ages ages 5-12.

Offers, as resources allow, to help refugees and asylees reach economic self-sufficiency and to them with any problems, interests and concerns they may have. The Bureau of Refugee Services works to serve as a central clearinghouse in order to refer refugees and asylees to any resource necessary and available to them. The Bureau is the service agency for all refugees enrolled in FIP, the state welfare reform program. Now offering a Commercial Drivers License (CDL) program. This program will help participants prepare for the class, enroll into the DMACC CDL program at no cost, and obtain a job after completion. Participants will also qualify for “Jump Start” training specially designed to help English Language Learners.

Provides education and support services to students online. Services aim to help students acquire an Illinois high school diploma, formerly known as a high school equivalency certificate, and acquire English language skills for English language learners by offering language acquisition (ELA) classes. Will also help students with the transition into college or a career pathway by offering career readiness curriculum in HSE and ELA classes and assistance transitioning into on-the-job training, college, and careers.

Provides an outreach programs seeking to assure that limited-English-proficient immigrants and refugees eligible for WIC and SNAP benefits can successfully access these programs administered by IDHS.

The Illinois Coalition for Immigrant and Refugee Rights (ICIRR) administers this program through a network of community-based partner agencies.

Addresses local community planning and economic development through initiatives such as community engagement, leadership development, economic development, improving regional food systems and creating welcoming recreational and functional spaces.

Grandparent aged volunteers serve as mentors, tutors and caregivers in schools and daycare classrooms for children and youth who need extra attention. Work one-on-one or in small groups under supervision of trained professional staff at school, Head Start and daycare centers. The program offers a tax-free stipend for those who meet income guidelines, transportation reimbursement, and monthly training sessions.
