Lincoln Housing Authority
Supplies rental housing (both subsidized and non-subsidized) to qualifying persons and a variety of local and federal housing programs. Housing programs, units and services are only available for people who wish to reside within the city of Lincoln.
Owns over 1,400 rental units to serve families and individuals who are elderly and/or disabled. Programs include market rate rents, affordable (tax credit) rents, and subsidized rents. Locations throughout the city of Lincoln. Specific eligibility determined by housing projects.
Section 8 voucher program provides rental assistance to qualified households. Clients rent from landlords with a portion of rent paid by LHA to the landlord.

Also available, refrigerated Mobile Food Pantry truck which delivers food to pre-registered individuals and families in rural communities.

The Bureau is the service agency for all refugees enrolled in FIP, the state welfare reform program. Now offering a Commercial Drivers License (CDL) program. This program will help participants prepare for the class, enroll into the DMACC CDL program at no cost, and obtain a job after completion. Participants will also qualify for “Jump Start” training specially designed to help English Language Learners.

Seward County Veteran Service Office
County level services provide direct emergency economic aid for vital necessities to veterans, their widow, and dependents, according to their needs. Personal visits for assistance and claims to housebound veterans or dependents. Must have an honorable or under honorable conditions discharge from active duty or wartime service. Must be a resident in Nebraska for the past one year and 6 months of that year in Seward County.
State level services do not require wartime service and assist in completing applications for the Nebraska Veterans Aid Fund, fee exempt fishing and hunting permits, applications to the Nebraska Veterans Homes, and waivers of tuition.
Federal level services provide and/or complete Veteran Administration forms for claims relating but not limited to service connected compensation, disability pension, widow's pension, burial allowance, grave markers/headstones, educational benefits, home loans, insurance, indebtedness, and character of service upgrades.
Western Egyptian Economic Opportunity Council - Jackson County
LIHEAP (low income home energy assistance program) provides assistance with a utility bill. Applications are accepted November 1 – August 15; for elderly or disabled individuals applications are accepted starting October 1. Income must fall within 200% of poverty guideline. Call for an appointment. A letter has been sent to those who may be eligible for early application in August or September.
Some applicants may qualify for the Percentage of Income Payment Plan (PIPP), where an eligible client pays a percentage of their income, receives a monthly benefit towards their utility bill, and receives a reduction in overdue payments for every on-time payment they make by the bill due date. If the homeowner's furnace is not working or is dangerous or emitting carbon monoxide into the household, LIHEAP may be able to provide a furnace repair or replacement. Contact for more information.
**This program is not designed to pay a household's total energy costs. The program will provide supplemental assistance based on several factors. This is a one-time payment to your energy provider.
