Emergency housing offers a safe haven for persons in need. The shelter provides a warm bed, three meals per day, shower and laundry facilities, personal hygiene items, clothing, and supportive services to link homeless individuals with case management. Guests may also ask for help with GED tutoring and employment services.

Offers a recovery home to individuals who may come from residential treatment centers to continue their recovery. Recovery homes are free from alcohol and drugs.

There is oversight to residents 24 hours a day. Residents attend treatment and implement sober living skills with other individuals in early recovery. The Recovery Homes are currently available to adult men and adult women who struggle with a substance use disorder to assist in their long-term recovery.

Provides a Child Support Recovery Unit program to assist (both public assistance and non-public assistance) families with child support recovery.

Provides a pre-kindergarten program for students ages 3-5. Services are available free of charge to eligible students living within district boundaries. Pre-k staff determines eligibility and student acceptance into the program and placement is based on student needs. Administers probation supervision, pre-trial release, pre-sentence investigation, and parole services, including programs that oversee individuals under legal custody and facilitate movement between jurisdictions or facilities. 

Conducts bail hearings to determine release conditions, bail amounts, or detention status for individuals awaiting trial. Utilizes electronic monitoring technology, such as transmitters and location tracking equipment, to monitor offenders confined to their homes or awaiting judicial procedures. 

Offers low-risk probation for minimum supervision offenders with individualized court-ordered conditions to be completed within a designated timeframe.

Rental units include all electric, one-bedroom apartments with window air, baseboard heat; trash service, lawn care, snow removal, and maintenance provided; laundry and mailboxes on site. Residents receive a utility allowance to help defray the cost of utilities.

OWL is an approved provider for the Brain Injury Waiver Program, which was created by Iowa State Legislature in 1996. Services provided through the program include, supported Community Living-designed to assist the consumer with daily living needs, which includes, but are not limited to, community skills, personal needs, budgeting, social skills, home management and individual advocacy.

Provides therapeutic and skill-building interventions within the home. Families referred may have severe mental health issues, abuse or neglect issues, or youth with serious emotional and behavioral disturbances. The major goal of this program is to prevent an out-of-home placement of the youth to reunify families and stabilize placement. Omni provides this service to preserve the family’s integrity and prevent unnecessary out-of-home placements, to put adolescents and their families in touch with community resources for long term outside support, and to strengthen the family’s coping skills and capacity to function effectively in the community after treatment is completed.
