Created so that eligible children and adults who have a disability could obtain legal advice and representation to protect and enforce their rights guaranteed by Illinois' mental health laws. Attorneys provide needed assistance to persons with disabilities in a variety of settings:
- Mental health facilities.
- Residential programs.
- Community placements.
- Nursing homes.
Issues addressed include, but are not limited to: admission and discharge from hospitalization, adequate treatment, refusal of unwanted services, and confidentiality of mental health records. Assistance takes the form of information, referral, and legal representation in court hearings and administrative proceedings.

Illinois Department Human Services - Division of Behavioral Health and Recovery
Provides the BEACON Portal, which is a secure platform that enables parents, caregivers, and service providers to identify and connect with state-funded and community-based services for which youth may be eligible. BEACON can link families with Resource Coordinators and Clinical Specialists in the Division of Behavioral Health and Recovery who can help find appropriate resources. The tool also offers parents the option to create an account where they can upload documents related to their child’s care and choose to work with a navigator who can provide support for navigating the process of obtaining services.

VITA Tax Site - Southeast Community College
Provides free tax credit clinics and prepares free federal and state income taxes for low to moderate income households.
Starting January 15, 2026, visit https://vita.unl.edu to schedule an appointment. Tax appointments begin Feb 1 and run through Apr 10 and are available at multiple sites in Lincoln. To see the days and times for all the locations, visit the website to download the site schedule.
Must make an appointment.
When scheduling an appointment, choose a site location and date. All location will be face-to-face; virtual preparation is available in addition to facilitated self-assistance (schedule an appointment under the 'Need Assistance' tab).
If Lincoln Public School and/or UNL is closed due to bad weather, all VITA sites are closed.
The scope of work that can be done within the VITA site is defined by the IRS. If a return is considered "out of scope" for the site, VITA Volunteers will not be able to prepare the return.
